Ghana unveils first AI Guide for Developers
Ghana has taken a major step in its digital transformation journey with the launch of the country’s first Artificial Intelligence Practitioners’ Guide. The guide was officially unveiled on 16 September 2025 in Accra, bringing together policymakers and researchers to discuss how Ghana can build a responsible and inclusive AI ecosystem.
The initiative was spearheaded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ Ghana under the FAIR Forward Artificial Intelligence for All programme.
Why the Guide Matters

Artificial intelligence is already transforming industries worldwide. However, without ethical frameworks, AI adoption can create risks such as bias, exclusion, and misuse. The guide helps avoid these pitfalls while ensuring that AI contributes to national growth.
For Ghana, AI presents opportunities to improve:
- Healthcare through AI-driven diagnostics and telemedicine.
- Education via digital learning platforms and research tools.
- Smart farming and crop management.
- Transparent systems and efficient service delivery in the government sector.
What is the AI Practitioners’ Guide
The guide is designed as a practical resource for AI developers, businesses, researchers, and policymakers. It provides:
- Frameworks and standards for ethical AI use.
- Local case studies to show how AI can address Ghana’s challenges.
- Tools to help organisations build safe, transparent, and sustainable AI solutions.
At the launch event, Mr. Kofi Ocloo, Vice-President of Heritors Labs, highlighted the importance of adapting global AI practices to Ghana’s local context:
“This guide is a game-changer for Ghana’s technology landscape. It bridges global best practices with our local realities, equipping practitioners to innovate responsibly and create AI solutions that truly serve our communities.”
